Have you ever consider what does it mean a HG?
If it's something clear for you,then automatically becomes harder to find it because the more specific the elements/qualities of a system/method the less options you have.
But fewer options is not necessarily bad,there a lot of bad options out there and whether you or someone else has to discard the most of them,otherwise you are getting lost inside the infinite chaos!
For today,I'd like to present you a system which claims to be the HG,several months ago I've requested to RX coded it and then test it extensively.
At a first glance seems promising,but I would not call it Holy Grail,however it's good with proper progression and stop limits.
I've tried it with flat bets,martingale and d'alembert,all of these in the programmed code.
Why don't you see for yourself what it could do for your bankroll?!

From my point of view the HG is an absolute winning system that beats the HE.

Only the unlimited Martingale method beat the HE  but not the EV.

Beating the roulette is not the same. Strategies can beat the roulette. You have beaten the roulette when you played a winning session.

dobbel - Do you take HE to be the House Edge and the EV to be Expected Value ?

house edge and expected value are not the same  The house edge of the FR can vary between 1,35 and 2,7. The EV is 2,7 .Look for EV in the Wikipedia.
For system and strategy players HE and EV  are not interesting They belong to the roulette theory not the practise.
